Assessor Cook Tours Gila Bend Flood Damage


Gila Bend residents are still cleaning up after last month’s deadly flooding.

On Thursday, Sept. 23, Assessor Eddie Cook and team members traveled to the small town to observe the damage and talk with town leaders about what our office can do to help.

Two people died in the floods and the damage was extensive. Seventy structures and homes were damaged with nine of them destroyed, a huge impact for the community of less than 2,000.

In the coming weeks, appraisers will visit Gila Bend to fully assess the damage and hopefully offer the affected residents property tax relief.

The State of Arizona uses two types of property values for taxation purposes: the full cash value also known as the secondary and the limited value also known as the primary.

The Full Cash Value (FCV) or market value of all real property in Arizona is the starting point for determining taxable value. It is the value placed on the property by the Assessor, obtained by adding the full cash value of the land to the full cash value of the buildings on the land, and, if the case, the value of the personal property.

The Limited Property Value (LPV) is determined by applying a statutory formula for a specific tax year. The limited value may increase by either 10% of the previous year's value, or 25% of the difference between the current year's secondary value and previous year's limited value, whichever is greater. In no event should the limited value exceed the full cash value.

The Assessed Value is a percentage of the Full Cash Value and Limited Property Value. The Assessed Value of each property class is set by the Arizona Legislature in A.R.S. 45-15001 thru 42-15010

Assessed Limited Value is determined by multiplying the Limited Property Value with the assessment ratio.

Maricopa County provides a variety of full and partial exemptions, like exemption for property of widows, widowers and disabled persons, that are subtracted from the assessed value, giving the property's taxable value.
Property tax is calculated by adding the primary and the secondary tax amounts which result from multiplying the taxable value to the coresponding dollar per $100 of assessed value and is an estimate of what an owner not benefiting from tax exemptions would pay.

Actual taxes might differ from the figures displayed here due to various abatement and financial assistance programs, staid aid credit and special districts charges.

    There are three major roles involved in administering property taxes - Tax Assessor, Property Appraiser, and Tax Collector. Note that in some counties, one or more of these roles may be held by the same individual or office. For example, the Maricopa County Tax Assessor may also serve as the Maricopa County Tax Appraiser.

    1. The Maricopa County Tax Assessor is responsible for setting property tax rates and collecting owed property tax on real estate located in Maricopa County.
